Steps

1. Since Sept 2025: 1–4 digit plates (and some 5-digit) are “distinguished” and can be owned standalone with a certificate — no vehicle needed.
2. Plates issued before the decision must formalize ownership before they can be sold.
3. Transfers run at customer service centres; the TAMM digital flow is rolling out.
4. Required: Emirates ID, registration card (Mulkiya), and cleared fines.

• Confirm a formalized ownership certificate exists before paying anything.

Safety rules

1. Never pay before the official transfer is initiated in the government system.
2. For high-value deals: complete payment at the authority (manager's cheque), or stage it — deposit, then balance after transfer confirmation.
3. Verify the seller's ownership document with the authority before paying.
4. The bank account name must match the seller's identity.
5. Never share OTP codes or UAE Pass credentials — the platform and authorities never ask for them.
